Can a form post submit to a specific page URL?

Yes, put the URL into the post-submit URL redirect in the form settings.

Thank you. And can different post-submit URL redirects be put in the form settings?  For example, if a user selects option 1 in the drop-down form, then he is redirected to post-submit URL 1, but if a user selects option 2 in the drop-down form, then he is redirected to post-submit URL 2.

I do not know of a way to make the form outcome conditional on the form input. Sorry! You may have to explore other external form builders to achieve this.
