How to make collapsible navigation in header

I'm having an issue with making my navigation collapsible. My issue is... I can't do it.

On the web version of my website, the navigation is all text.

On the mobile version, the navigation is the = icon that you then click and it expands.

 

I'd like the web version to be like the mobile one. Is there any way I can do this?

I have tried adding it all into a folder, but then the mobile version also becomes a folder, that I then have to click through. Anyone know what I could possibly do? I'd love for it to have the same animation of going from = to x when it's clicked. The options don't need to take over the whole screen, it can just be something simple on the side. Unsure if I've explained this properly but would really appreciate any help.
