Block is covering video on mobile

I'm attempting to add a block on top of a video background for my homepage. Looks great on a desktop but the block covers the entire video when viewed on mobile. Does anyone know of a way to have the block show on the video on the homepage but then move to below the video on a mobile device to its own section? Screen shot is how it currently looks on a cell phone.

It's not a published page yet. I'm trying to update some things on our current page. I did figure out that I can place an image block over the video and just not upload an image and it seems to work. It does seem like there should be a better way though.
