Stuck, confusion regarding 7.1

Hello, I have looked everywhere for a solution and I can't find it.

How can I make the change on the attached screenshots? I am on 7.1

I believe the mockups should suffice, but just in case: basically I want

• a) the navigation under the header
• b) make the bottom ones disappear, both on Desktop and Mobile.

Can anybody please help me out?

So what you're asking for wouldn't be possible with just custom CSS. There's a lot of functionality behind how the navigation itself works. You can try using Javascript to append the navigation to the header title instead, but you'd have to use Javascript to also change the text itself.
