How To Add A Link To The Folder Header With CSS

Hello,

I am trying to add a drop down menu function to a existing nav page named "surface design", but every time I look this up, I get no where, is it possible to click on both the nav page and the drop down page?

(I am trying to link the first surface design,with the drop down menu with collections, to the second surface page, so basically the second one won't exist on the nav header.)

I am trying to get a function like this page

(where you can see that you can click on both the nav page header AND the drop down pages)
