Scroll Effect

I am wondering if someone can help me figure out how to recreate the scroll effect on this website? I am curious how to get the banner to scroll over the video without disrupting the video in the header? It's very seamless. It's not the same thing as having a fixed header but unsure how to code it.

Any recommendations would be greatly appreciated.

It looks like the logo and below page section scroll over the header video and the header video is stagnant on the page.

Sorry, you can do that with an image background, but not a video background natively, and I also don't know of a way to do this with code.
