Expand the overlay over an image and include a clickable button

I am interested in making the overlay on my pictures cover the whole image. In addition, I'd like to add text and a clickable button on the overlay.

An Image, with text + button over image in center?

Or an image, show text + button over image in center when hover?

Or if you have an example, we can imagine & help easier
