Editing for Navigation on main page is not available

Hello,

I have the option to click and edit the Navigation of my (I believe) my top menu bar of navigation, but clicking so does nothing. I do not see any further tools to utilize.

When you click edit there on the navigation it pulls up the pages menu so that you can edit the navigation (unless you are already on that part of the dashboard). There are no other editing options that are missing.
