Create a dropdown filter on a non-collection page/no external linked pages

Hi, apologies if I am not explaining this quite right as I am fairly new here. Basically, I want to create a dropdown filter (like image attached) like the image attached but on a regular page that is not a collection page or doesn't have any pages that link to an external page. They are projects that are sort of just listed there. Is this possible and where would I start to do something like that? Thanks in advance.

To add a filter you need to have all of each "item" collected together in some form. Generally your best bet is to utilise a blog collection even if you disable the click-though. A plugin like this would give you lots of filter options:
