Change colour of site title hover when background is the same

Is there a way to make a site title change its hover coloud conditionally to the background it is over? 

It is now set for #f9f9f9 for example, but there is a section and footer with same colour background. 

You can, but it would require javascript...

No way to code this in CSS?

If your site is Business Plan or higher, you can use javascript code

Would you be able to give me an example of what it would look like? I unfortunately can't share login for the website
