Trying to rotate a shape block but its animating from the rotation back to zero

Trying to rotate a shape block but its animating from the rotation back to zero when the section is scrolled to instead of staying put at X degrees. Ive tried to disable the site animation for that section but doesn't seem to work.

I didn't see what was happening originally I just thought it wasn't rotating at all until I changed the rotation amount to something more noticeable… (70deg) then I saw it whir around back to 0deg.

Here is the example of the code I'm using…

Added a movie attachment, check out the Post-It style shape block on the left as the page scrolls.

Just to clarify as I know my post might have been a little confusing… I just want to have the shape stay rotated with no animation like the text I have rotated.

I have seen tutorials for it here's one…

but looks like someone in the comments has the same problem as me.
