hover Border effect + dimmer on hover (Services Page)

Greetings from Oslo, Norway!

So I need a colored frame around each of the 3 images on hover.

Preferably with the same 'dimmer' effect as on the buttons.

Almost there...

- the borders should only appear on hover
- borders should be with the same rounded corners
