Customization of the naviagation bar

How do I make a navigation bar like this? We need to add subcategories and would also like to incorperate a picture. Does anyone have a referance video or an idea of how to do this?

or you need a free solution, we can use some custom code to achieve simpler version (this doesn't include right image in your screenshot)

Suppose your desired layout in screenshot, under Programs

• We will create a Folder with name Programs and add 18 folder/dropdown items: Overview, Program,...
• Next use CSS column-count to split Dropdown to 3 columns
• Next, use CSS code to change style of Overview, Programs, Scholarships and Awards item
• Next, use CSS code to make item 16, 17, 18 transparent
