Form button not matching primary button styles

Hello! I've used custom CSS to style my buttons. However, despite all of my efforts to apply the same styles to my form button, it isn't picking them up. When I inspect the button, I can see that they're there! But they aren't showing up. I'm baffled (and frustrated).

It's always been a problem...form block buttons can't use CSS :after or :before, I still often have problems applying some complex hover effects to this button.

Do you use Personal/Business/Commerce Plan? We can use script code to make form button structure similar button block, then you can use CSS code to apply same hover effect.
