Underline product title when hovering over it

Hi, on my homepage I show the services that I offer within my clinic and when you click on the image or the name of the service underneath the image it takes you to that specific service page.

However, I think it is really unclear to my customers that there is a link that they can click on as when you hover over the image or text, it does not change colour or underline or anything.

Does anyone know how I can get the text to underline when it is hovered over so it is more clear that there is a link attached?

This is a summary block and when I click on the images and text underneath the images, they are a link to a service page, but it is very unclear that they are links, as when you hover over them, they do not change colour or underline.
