How to prevent header from animating on page change

I notice that on the vast majority of sites (either 7.1 or before), the header bar fades out and in with the rest of the page. To be clear,  I am not talking here about fixing the bar on scroll, I am talking about fixing the header BETWEEN pages, so that the header itself never animates. I've been wanting to fix this too. I was also wondering if there is a way to prevent the logo from animating every time I click to a new page.
