How can I edit mobile view?

Hello everyone!

I'm trying to edit my site for mobile as well as desktop. I see that there's something called "Fluid Engine" but it's only available for 7.1 and I'm still on 7.0. There are some things that can't be merged from 7.0 to 7.1 but I'm wondering if upgrading to 7.1 is the only way that I can edit for mobile?

Or is there another way to edit for mobile?

Any advice and insight is greatly appreciated!

You can describe in your desired layout on mobile + link to page, we can use some custom code to achieve this
