I would like to know if it is possible to reduce the adjust the spacing on the mobile view of my testimonial carousel? I've attached a picture for reference. I would like to reduce the spacing between the title and the content, as well as the content and the navigation buttons.

It takes the height of the longest item and applies it to all 4 items, so you'll see these spaces for the short item. You can consider adding 2 Lists, with short text for mobile, then we can give code to show 1 on desktop, show another on mobile. Or consider reduce some text in longest item.
