Logo and Nav are Jumping when page reloads

For some reason my logo and navigation are jumping up to position on mobile when I reload a page. Anyway to fix this? I attached a video for reference.

It appears this page is a v7.0 Cover page. Cover pages don't provide the usual tools for adding custom code. You are restricted to what SS provides in the way of customization. Even if possible there may be nothing that could be done.

Although I see the moving issue you mention. It is not unusual for things to jump around a bit on slower connections like on mobile. It is a normal part of how web browsers work called reflow. Even on desktop with faster connections it is still possible to get reflow if one of the elements of the page take a little long to load.
