Set number of items per row in Summary Block

I would like to make a summary block that looks like the attached with 1 item in the first row, 2 in the second row, and 3 in the third row.

I downloaded the Balanced plugin from Ghost Plugins because that’s almost exactly how I want it, but I can’t use it since it uses tags to tell the items where to go. I use the tags for sorting and categorization.

Is there a way to do this without using tags or do I have the manually do it with image blocks?
