How to change the color and opacity of the button overlay in the header

Does anyone know how to change the button overlay colors and opacity? My button is floating over a background image on the header. I have it styled with a white outline and white text. The issue i'm having is when I hover over it it, it turns completely white. I'd like it to have a very subtle effect and have that white background at a 20 opacity white.
