How to move carousel arrows OUTSIDE of carousel

Hello! 

I've searched high and low, and cannot for the life of me figure out how to move my summary block arrows to the outside of the summary items. I've attached a mock-up.

I've been able to change the style of the arrows, but when I attempt to move them outside of the block, they get cut off.

I appreciate any insight!
