Image size inconsistent - Collage design - Version 7.1

I'm updating a site for a client who is sadly on version 7.1

I've got a row of image blocks and when I change the design to "collage" the size of the images are all different even though I've resized them all in photoshop to be the same size and when I change the size of the image block so they're the same, when I go back to "collage" design it goes back to different sizes.

It makes the title blocks overlaying at different heights and it looks bad.

Anyone have ideas on why it's happening and how to fix?
