Adding Parallax Effect to Image on Blank Page

I am trying to add a parallax effect to the banner image at the top (attached below). I know that there are some pages that support parallax, but since I have done significant work on this page I'd like to add the effect on the same page with image block/css/code block. Is this possible? I am on the personal plan.
