Folder Navigation - Menu items to be pages

I want to use folders in the main navigation menu. But I want the Navigation Title to be a page too. So when you mouse over the top folder name is also a page, as well as opening the folder links.

So if we have service | products | about - as the navigation menu. Those should be pages as well as display the folder menu options.

Hope that makes sense - how do I achieve this?

This can be done with some javascript trick, do you mind to share your site URL and the target pages for each folder navigation?
