Edit Section on the right is gone

I go to edit the page and the Edit Section that normally appears on the right side is gone in desktop view. When I switch to mobile view, it is there and way off to the right where I can barely see it. How to bring it back in?

Have you added any custom code to your site?

I have the same issue, I have to change the browser width because it alternates between the Edit Section and Add Block on screen depending on the browser width. If anything, what would be causing this behavior?
