Link to Bottom of Page

Hello there!

I have a CTA box at the bottom of my pages where visitors can download a PDF document. I'd like to use the announcement bar to notify them there's a document to download at the bottom because I don't think people are seeing it. Would they be able to click on the announcement bar and have it take them to the bottom where they could download it? If so, how would I set it up?
