Uploaded video, at 2:00 min mark it has a static/ jump (COMET RING)

My original video plays smoothly. Upon uploading it  (I used chrome first, then safari) it still has a static-ee, pause/jump at the 2:00 minute mark. Not sure how i can eliminate this. The original video has no issues.

Can you point us to the video?

I'm wondering if this is happening on the SS side because of some kind of encoding issue.

Video hosting services in many cases encode uploaded videos and those encoders are not perfect. They are lossy and it could be that around the 2 minute mark the encoder just can't cope.

To add to what @creedon has said, best performance is usually achieved when the original file has 1080p resolution and is using .mpeg-4, AVC/H.264, HEVC/H.265 or ProRes as the video codec.
