Email campaign for returning customers

I currently send out an automated email welcoming a new client after purchasing a service. this email contains a link to a form they need to fill in. Can I run two email campaigns for the same service? One for the initial purchase and one for returning customers who don't need to fill the form in? Can the website differentiate between new customers and returning ones?
