Un-removable section

So on my home page, I've got a few blocks. Well one of them, I can only change color, or add a photo to. Other than that, I can move that block up or down above or bellow other blocks. I cannot remove it, nor can I add anything to it like simple text. I need to either get rid of this block, or be able to add text.
