Mobile design and Fluid Engine

I am working on my client's website (currently password protected) and I don't see any options to switch to a mobile version and make design changes. Every video I look at the controls on their screen look different from ours. Do we need to upgrade our account? Activate Fluid Engine? I don't see an option for the later even after reviewing this page: https://support.squarespace.com/hc/en-us/articles/6421525446541-Editing-your-site-with-Fluid-Engine#toc-upgrade-classic-editor-sections

We don't have sections, just blue plus symbols at the top and bottom of a text block, spacer, or image. If I click on it I can add any other block but section is not an option. Hitting G doesn't bring up the grid either. 

Any suggestions? I just want to edit padding and layout for responsive designs without have to code it all via CSS.

It sounds like you may be using the older version of the platform - Squarespace version 7.0. This version doesn't have many of the newer features like Fluid Engine or sections. This guide explains how to check: What's my site's version and template?

That's probably the problem. It shows we have Version 7.0– Flatiron family (Flatiron template). Is there a way to upgrade to 7.1? I just want to quickly edit for mobile. Do we have to start over with a new template?

There is no automatic upgrade path to v7.1. It is basically a manual upgrade. There are some tools/techniques that can assist with moving content across.
