Have blue semi-transparent overlay/hover effect over images

On our main page, we want to have our services listed across almost as buttons. I have found that I think it will be easier to add images that have each of our services, and add a blue hover/overlay effect when you hold your mouse over the image and then have the image link to the services page. (The first one that says financial planning is a button as I tried to add buttons and have custom images as the backgrounds - but I couldn't figure this out)

What code can I use to add a blue hover effect over just the images on our home page that say our services?

Probably the easiest setup woud be to use a gallery section, set to "simple grid" add the images to the gallery with the title in the description for each image and the correct click-through URL. That will be much easier than trying to add the images to button backgrounds, and easier to manage in the future.

Thanks! I have added as a gallery. I have a couple other questions if you could help?

Is there a way to have a hover effect or overlay of some sort to these? So that when you hover your mouse over it highlights the button or something like that? To indicate that it is a clickable button.

Also - is there a way to have this section be halfway in the top bar? I'll add an example of what I'd like to accomplish

You can add a simple hover effect with this CSS (the hover effect can be different):

.gallery-strips-item img {
  transition:ease-in-out 300ms;
}
.gallery-strips-item img:hover {
  opacity:0.85;
}

Getting that style overlap honestly may need a different approach. I would probably go about building this in a code block with CSS grid and place it on the same section as the header rather than having a new section, I would get the overlap by adding a shape block in white and extended to the bottom and sides, and another shape block to get the transparency above.
