How to add this section to my header

I would like to add the section below my header to the header so it shows on every page and if I edit it the changes will be reflected to every page. The page url is: https://nvahomeservices.com/gutter-cleaning This page is a test page I created to develop the blue section right below the header with the contact buttons. That is the section I want to show on every page with the header. If there is a better way to get it on every page without adding it to the header then please let me know. Thank you. 

Two options to add section under header

#1. Add section to Footer, then we can give code to move it to under header on all pages

#2. Create a Not Linked Page, then use a plugin + custom script code to move content from Not Linked Page under header on all pages

Do I need to get that footer section done first or can you give me the code and I will add the id after? If so please do and I thank you for the reply.

Yes, you need to add it to footer first, then we can check code easier
