Possible to have multiple shipping options per product?

Hi everyone, 

I have a question regarding shipping. 

Basically we sell furniture in Portugal and depending on where we want to ship them the shipping fees will vary. 

Example:
- When shipping within Portugal the costs might be 20€
- When shipping to France they might be 40€

We want to allow both shipment to Portugal and France, but have different rates for the two options. 

So ideally someone would put in their location and we would calculate the costs based on their location. 

Currently I think it is only possible to create different shipping options, but only to link one to each product, right? Is there a way to allow a product to be sold to different locations for different shipping fees?
