International Shipping Options Do Not Appear at Checkout

I'm struggling with a pretty silly issue.

I'm just trying to enable a flat rate shipping option for all international purchases, but no matter what I do, it doesn't show up as an option at checkout.

I've experimented with doing just one country, but even that doesn't show up.

Any ideas??

It's difficult to troubleshoot this without more information. It would be great if you could provide a link to the site, and some screenshots of your shipping configuration.

Here's what I've set up on the Shipping options screen vs what shows up when you check out.

I'm not even sure how to proceed, it just refuses to show up as a method for shipping lol.

Thanks for the screenshot, but can you also include a link to the site so we can see the site working?

If it helps, the "Rest of the world" setting refers to any country that isn't already covered by one of the other shipping options. What is the default country setting in your checkout? I cannot see which country is selected as your second screenshot cuts this off. If US is currently selected, the international option won't be shown.
