Trying to add price change for multiple product orders

When clients place an order on my site they have the option to purchase one item (charcuterie board), but whenever 2 or more boards are ordered at once I charge a 15% fee on top of that. How would I incorporate that feature into my commerce/store if possible? Can I limit it to one item per order? I've tried reading different articles, and it's possible I missed it.
