Logo not linking back to homepage

Hello smart people, 

I used CSS to split navigation (since 7.1 doesn't offer split nav?! odd...) and I *think* that might be what's causing this issue. We need to be able to click on the header logo and be returned to the homepage as usual, but there's only a sliver at the top of the logo that is clickable, the rest of it isn't. Seems like a finicky issue and I'm hoping one of you has the knowledge to correct the problem. I appreciate you in advance.

I see this problem on some posts on Circle Forum, you need to increase z-index of logo
