No, you cannot add anything to the checkout page. This page is locked down. That said, it would be unusual to send customers back at the checkout stage as you want them to checkout without distraction. It is more usual to offer a Continue Shopping button at the cart stage. There isn't a built in feature for this but, if you're looking for a low cost plugin that has been fully tested, please take a look at our Continue Shopping extension.
