Announcement Bar on main page is different color

I'd like to use the announcement bar under Marketing to promote a free resource.

On this page my announcement bar looks fine: IT & Cyber Diligence — THRDparty Advisors

On this page my announcement bar has a darker background and is barely readable due to black text: THRDparty Advisors

Anyone have ideas?
