ecom without selling

Hello. I'm building a new site that, on launch, will have product pages but sales are handled off-line. Not far in the future I want to enable sales online. My question is whether it's best to build an e-commerce site from the beginning that simply doesn't sell (and hide ecom buttons, etc.), or to build a non-e-commerce site and then convert to add e-commerce. The former seems much more logical but I haven't seen it done and wanted to confirm.

Many people use Store pages as a way to display their wares but don't use the e-commerce bits.
