Unable to Move or Edit Block

I have been unable to move or edit block for a while now. It seems to only work if its the first block of the top page. If it is a block below the first, there is no way to click on edit buttons to change the content. The buttons seem to disappear as soon as I move the mouse. Please see following screen recording: 

I'm having a similar issue, that the edit button for the block appears on maybe the first one or two blocks but then doesn't appear on ones further down the page.  I can't even delete them.  I'm clearly not doing something right (or maybe a template was used that is very locked down).  Do I need to start the page from scratch or am I missing something?
