Adding secondary navigation links

I have too many websites and I am going to merge a couple of them.  One way I thought to do this is in the examples I attached.  Having a main menu/navigation on top of the page that shows up on all pages  and a secondary navigation menu that is below the header of the main page and others I choose to have it.

Is there a way to do this without special coding?

If you don't want to use code, you can consider using an Announcement Bar, but it will appear on top of page & you can't add Dropdown.

Thanks!  Using the Announcement Bar is a great idea!  I could try using code, but it has been years since I have done so.

Not really complex, you can share site ur & let me know which items in secondary navigation + what should it look like, I can check & give you code
