Add blocks to Blog on 7.1

Hi everyone,

I hope someone can help me solve this question, please.

Currently, I'm on version 7.1. I have a blog page and I want to add a side summary block to it. However, the fluid editor's "+ Add Block" button, it doesn't show up in blog section.

I would be grateful if someone could provide guidance on whether there is a way to customize the code in order to add blocks to the blog section.
