HEADER NAV LINK/FOOTER SLUG

Hello There,

Hoping someone can assist. 

I placed a code block in my footer labeled #CONTACT so that anywhere in my site when I mention Contact me/Ask me I can link it to my footer. (I've linked my NAV button CONTACT, as well some text in a page) The issue is when you click on the link it doesn't just redirect to the footer, but it first redirects to my homepage and then scrolls down to the footer. 

How can it scroll down directly to the footer without redirecting to the home page first?

The code block I've added to the footer contains <div id="CONTACT"></div>

And then the CONTACT nav is linked to #CONTACT 
The issue is when I am on the, let's say, ABOUT page and click CONTACT it first jumps back to the homepage before scrolling down to the footer. 

I can see this happening as you describe. I believe that it is happening because there is a / in front of the #CONTACT, can you confirm that it is just #CONTACT that appears in the navigation link rather than /#CONTACT ?
