Adding a permanent banner to the top of every page

Hello,

I am looking to add a permanent banner to the top of my website that is visible on every page. This is to share info such as 'Free shipping over £100'. Apparently this is beyond the capabilities of my template so will need to add it using code.

Can anyone help?
