Trying to create a Blog page on an existing 7.0 site.

I'm trying to add a simple blog page for an existing site.  None of the instructions I've come across, either in the Squarespace support site, or in 3rd party tutorials seem to match the behavior I'm seeing. 

Version 7.0.   Template = Pacific.  Windows Desktop

Two different sources point me to a + icon found by going to Home/Pages and then either hovering or selecting the icon directly. 

Hopefully, somebody has seen this before?

The site belongs to the company I work for.  Supposedly, I have been given Admin rights.

Do you think that's what the problem is?  That maybe there are different levels of permissions?  How do I check this?

You can check permission at Settings > Permissions
