Why am I getting "disabled scripts"?

Why am I getting "disabled scripts" when I am not editing anymore?

It's saved and I logged out and when into a different browser and the buttons are like graphics. Nothing happens. And this screen shot comes up whether I'm in editing mode or not. 

Any ideas what to do to get the buttons working again? Or why they aren't working?
