Possible to change where 'Shipping Otions' appears on check out page?

I have discovered a problem with the default shipping option that appears when my customers are checking out.

The default shipping option is pre-selected and appears at the top of the page before the customer inputs their details. Only after they select their country location do other shipping options appear. But they appear at the top of the page which is easy to miss as they've already passed that point.

My issue now is I have to cancel a customer's order and contact them to let them know to remember to go back up to the top of the page to select the correct shipping option for their location.

Is there any way to have the shipping options appear below the phone number form, at the bottom of the page to avoid this?

The checkout page can not be altered with custom code. It is a SS security feature.
