Required Deposit for event without a set price

When clients book a kids birthday party, they have a required deposit to pay. I recently changed to have a deposit required for adult parties as well. Except people are able to still book the adult party without paying a deposit. I have a feeling that it has something to do with the fact that the kids party has a set price, while the adult party does not have a set price. The adult party price depends on the number of guests, therefore the price varies. Can anyone verify this? Can anyone provide a fix or a work around?

Under Business Settings I go to Payment Settings. First you select the currency, then the next section is Payment At Booking. It lists all the services I provide and for each one I can select if they must pay in full, require deposit, collect credit card info but don't charge it, payment info not required....
