Do you mean do you have to create/buy a whole new site to access the features available on a higher level plan? The answer is no, you can upgrade your current site. Just to confirm (because I wasn't clear), I can upgrade a 7.0 plan from personal to business to get the gated features, without upgrading to a 7.1 plan which would require a re-do of my current site.
